stds-802-16: Recirculation Ballot #3a (TG1) Report



802.16 Recirculation Ballot #3a:

The Vote Report:

shows no new Disapproves and 8 people changing from Disapprove 
status. The approval ratio rose from 80% to 89.4%, well above the 75% 
needed to pass.

The Comment Report (for use with Commentary):

includes 371 comments.

The TG1 Editorial Team <http://ieee802.org/16/tg1/editors.html> will 
begin developing resolutions to these comments. TG1 expect to ask the 
802 SEC at the July session for approval to move to Sponsor Ballot.

In preparation of the comment report, I discovered that I had 
inadvertently omitted 32 comments from the Letter Ballot #3 database. 
25 of these were actually resolved anyway because they were exact 
duplicates of comments in the database (they were removed when I 
accidentally deleted duplicate comments in processing). The other 7 
[all Editorial or Non-binding] were not previously published.

To address this omission, I:

*included the found comments in the Recirc #3a Comment Report so that 
they will be considered there.

*published a new version of the LB#3 comment database:
   http://ieee802.org/16/docs/01/80216-01_19r3.zip
This includes the additional comments (numbers 1046-1077). Each is 
marked "Submitted in LB#3, but accidentally left out of resolution 
database."

*posted a PDF of the found comments:
   http://ieee.sprintctl.net/groups/tg1/upload/80216-01_19add.pdf

I'm sorry for the earlier omission. Now that we are using Commentary 
for both comment submission and comment processing, the chances of 
such errors will be significantly smaller (but still nonzero).
