[STDS-802-16] Frame control header

Hi all,

I have some doubt in Frame control header (FCH)

In STD-802.16-2004( Table -225 OFDM DLFP) it's give that the FCH can contain burst profile encoding
of first 4 DL burst in DL-Subframe.My questions are

1. Who gives the burst profile encoding information to FCH???( according to my understanding the
   FCH get the information of the downlink burst profile from DL-MAP)
2. If the above statement is true, then it's said in STD that DL-MAP frame will be transmitted
   only when the number of DL burst is greater than 5 or DL-MAP is transmitted for every lost Dl-MAP
   interval.     
3. So, if my N/W is less congested & the DL-Sub frame contains only 4 DL burst or less than it,
   DL-MAP frame will be framed in the MAC layer for every (600 ms Table 342), then how come the FCH
   will come to know the burst profile encoding????
