This contribution proposes a PAR for the revision of IEEE Std 802.16.
It also offers some background, justification, and proposed actions.
Review of this contribution will be scheduled for the Project Planning
Committee at Session #47. The same committee has been discussing this
issue for the past few sessions. The Maintenance Task Group also needs
to provide review.
Additional contributions on this topic are, of course, welcome.
