If I may make a comment on the last sentence in section 8.4.2.1 before you motion r3:
"If present, the Fragment IE appears after another Information element that it is fragmenting."
#1. my understanding is that a Fragment IE can also follow another Fragment IE. The sentence above can be interpreted as conflicting with that.
#2. "another" is grammatically wrong since there is "that..." describing the "Information element".
So, I would like to suggest the following sentence to replace it:
"If present, one or more Fragment IEs appear after the Information element that is being fragmented."

Discussion surrounding the adoption of 11-13/0478r2 requested a further clarification that fragmented IEs will be limited to a single frame. Since that 11-13/0478r2 has already been approved,
11-13/0478r3 merely proposes the addition of a clarifying sentence to the already-adopted text about restricting fragment IEs to a single frame.
Hopefully we can motion and adopt this tomorrow.
