No problem. The document I've queued for presentation is 11-21/1436r0, not r1. The r0 version allows a single link TDLS connection between peer non-AP MLDs associated with the same AP MLD.

The proposed texts are saying that a non-AP MLD shall not initiate a TDLS setup with a peer non-AP MLD. I don't understand your response, why do you say that the current proposal is to allow the TDLS setup between non-AP MLDs? The text is saying the reverse.

1) The current proposal is to allow TDLS setup between non-AP MLDs. 

2) If you want to define a "MLD TDLS Prohibit" field I have no issues with that. But I think that work can be done in the next round of balloting.

The concern that you raised may not have happened on some AP vendor's implementation. At least, I didn't hear any issue. 
So, instead of disallowing all TDLS setup within the non-AP MLDs, I prefer to define another the MLD TDLS Prohibit subfield, to indicate whether the TDLS setup between the non-AP MLDs is prohibited or not.
