I think both occurrences of “the STA” in the highlighted text (which is what I assume you’re referencing) are indicating the STA that started the BSS. It says that explicitly in the first occurrence, and is implied in the second occurrence. - what is obviously true is that the mandatory rates are a subset or a proper subset of the operational rates
While this would seem to be logical and obvious, it actually isn’t stated anywhere in the Standard, to my knowledge. So, it would be a new requirement to add it. The ability of these to not be proper subsets of each other gets into complicated hand-waving around what it means to be conformant. The exactly text in clause 17, for example, is “The support of transmitting and receiving at data rates of 6, 12, and 24 Mb/s is mandatory.” Does that mean those three rates have to be “operational” at all times? (There is also a very subtle question of whether “capable of” and “support of” mean the same thing.) Background Discussion from Sean: Discussion: A definition of the basic rate set (and ditto basic MCS set) is indeed needed, as currently the meaning is not explicitly defined. There are several points to be clear on: The basic rate set is selected at BSS start (that is the only place where it can be passed over the MLME SAP) and hence is fixed for the lifetime of the BSS All STAs in the BSS are expected to support tx and rx of all rates in the basic rate set (though for Class 2 STAs this might not in fact be the case) There are requirements on APs and PCPs to deny association to STAs that don’t declare support for all the rates in the basic rate set (11.3.5.3/5), and ditto mesh STAs to deny mesh peering (10.6.4 and 14.3.6.2) The basic rate set is independent of the mandatory rates for the PHY of the STA that started the BSS (this is already specified). Similarly, the operational rate set, already defined as “[the] set of data rates that a station (STA) is capable of receiving”, is independent of the mandatory rates of the STA [RR] If by “the STA” what is meant is “the STA connected to the BSS”, then it is hard to imagine this is true. In this case, what is obviously true is that the mandatory rates are a subset or a proper subset of the operational rates. This should be clarified.
I have put the proposed resolution for CID 97 into the AdHoc Notes. Proposed Resolution: Revised; Add the following definitions in 3.2:
basic modulation and coding scheme (MCS) set: A set of MCSs designated by the station (STA) that started the basic service set (BSS) and fixed for the lifetime of the BSS. The basic MCS set is typically advertised in the physical layer (PHY) operation element(s), e.g. HT and VHT Operation elements. All STAs in a BSS are capable of, or have signaled that they are capable of, receiving and transmitting at all MCSs in the basic MCS set.
basic rate set: A set of data rates designated by the station (STA) that started the basic service set (BSS) and fixed for the lifetime of the BSS. The basic rate set is advertised in the Supported Rates and BSS Membership Selectors element and, if present, the Extended Supported Rates and BSS Membership Selectors element. All STAs in a BSS are capable of, or have signaled that they are capable of, receiving and transmitting at all rates in the basic rate set. I have marked CID 97 as Review - we can discuss it on the Oct 29th Telecon (Thanks Michael for assigning an Agenda Time).
