 CID 6221 says that The FR<n> items generally just refer to Clause 9 -- this should be more specific 
In a TGme session during the September F2F, one point of view was that one should not refer to C9
subclauses at all, as it's not clear what it means to be able to receive a certain frame type. 
Another point of view was that references should be given to C10 or C11 instead Here is an instance of the issue (note FR stands for "frame reception"):
