Here is a small item for agreement; the definition of Handoff (or Handover)
I have listed below, 6 different proposed wordings for the definition of
Handoff, as contributed on our reflector.
I have also listed two definitions from the official 3GPP vocabulary, 3G TR
21.905, Vocabulary for 3GPP Specifications.

From the various contributions to the reflector:
Handoff (HO) - The process of the MS moving from a serving BS sector to a
target BS sector.

Handoff (HO) - The process of migration of the MS from the serving BS to a
new BS.

Handoff (HO) - The act of transferring communication with a MS from one BS
to another. 

Handoff (HO) - The process of migration of the MS from the serving BS to a
new BS.


Handoff (HO) - The process of migration of the MS from the serving BS to a
new BS.
Or “changing Serving BS”

Handoff (HO) - The process of migration of the MS from the serving BS to a
new BS.

From the 3GPP Vocabulary

Handover: The transfer of a user’s connection from one radio channel to
another (can be the same or different cell).

Handover: The process in which the radio access network changes the radio
transmitters or radio access mode or radio system used to provide the bearer
services, while maintaining a defined bearer service QoS.

Dear Handoff Ad-hoc members,

First I would like to thank all the members that supplied comments.
Generally, it seems that there are some issues that should be discussed and
agreed.

Based on the received comments, I am compiling a new table of items, with
highlight of
the problematic ones. I will upload it tomorrow evening.

The next stage, is to reach into an agreed list, which will be a framework
to table of context
of a Handoff document.

Following this task, an inputs for relevant sections will be welcome.
