On the subject of  how to protect the BS and SS from replayed MAC
management packets:

We have a proposal from JunHyuk Song, Lim Geunhwi, and Yong Chang to
protect Location_Update msgs by concatenating the PHY Sync field with
the message text before applying the HMAC function (this is in the
contribution titled "Cryptosynchronized").

So:

1.  Can we extend this proposal to the other MAC messages (eg. HO_Ind) also?

2.   Is the PHY Sync field something that will reliably not repeat
within a AK lifetime?

3.  Any other comments?
