There  are some things I don't understand inn the document:
1. Does the initial request for scanning comes form the BS or the MSS?  Actually it should come from both.
2. it seems to me that in the 802.16 framework, it is more natural to leave the BS with the responsibility to allocate time for the scanning. So all the parameters in red should be left out of the MOB-SCN-REQ from the MSS and left to the RSP message from the BS. 
3. I miss the report of the scanning results, namely the measurement results. It is important, IMHO that in addition to the CINR values, the MSS should report also the absolute RSS (received signal strength) values in dBm, which are measured anyway. They provide more information to the BS and may be more reliable than the CINR.

In last telecon, it was dicided to harmonize two contributions(A method of scanning neighbor BSs periodically.pdf & BS initiated Handover with early scanning.pdf,) because. those two contributions are authored by same contributors and also discuss similar category, scanning optimaization.
In this handover ad-hoc, we propose only one document with some minor revisions. Please find the uploaded file in the server.

The flollowings are the summary of the contribution.
 
To provide reliable CINR information, an MSS should continuously measure CINR of the neighbor BSs and average the measured CINR for a given duration.
In the current specification, the MSS should exchange SCN-REQ/RSP messages with the serving BS whenever the MSS tries to scan. So the frequent exchange of Scanning related messages cause too much overhead and result in wasting of bandwidth and battery power.
In this contribution, we propose a method of enabling an MSS to scan neighbor BSs periodically to reduce the number of scanning request and response message.
