Hi, All,

Sorry for the late submission. I just uploaded a contribution that has
detail changes related to Fast BS Switching. We also  had conference calls
with Mo-Han and others from Nortel prior to the submission. Both parties
felt that the SHO and Fast BS Switching can be harmonized without much
difficult. I have re-wrote our contribution with harmonization in mind, so,
our contribution should be pretty much the same as Mo-Han's contribution on
SHO with minor differences.
