stds-802-16: Chairs and Secretary for Session #16

I have added meeting chair and vice-chair information to the Session 
#16 agenda:

Note that Durga Satapathy will be unable to attend. John Liebetreu 
will be Acting Chair of TG4.

Also, Carl Bushue will not attend. This means that we need help with 
Working Group secretarial roles. If you can volunteer to help with 
any of the following, please let me know as soon as possible:

*Taking WG minutes and Opening and Closing Plenary
*setting up and maintaining the server
*maintaining an attendance book
