[STDS-802-16] Issue with SFID Assignment



I have a question related to Service Flow provisioning and the assignment of SFIDs, in the case where the SS initiates the Service Flow creation.

Sections 6.3.2.3.10.1, 6.3.2.3.11.1 and 6.3.14.7.1.1 describe the case of SS-initiated DSA-REQ.  The Service flow requested by the SS may be defined by using a Service Class Name known to the BS, by specifying the required QOS Parameters explicitly, or a combination of the two methods.

In this case, 6.3.2.3.10.1 makes it explicit that the DSA-REQ originated by the SS shall not contain a SFID, but that a unique SFID shall be assigned to this flow at the BS and sent back in the DSA_RSP.

My question is:
How does the BS obtain the SFID used for this service flow, given that my understanding is that the SFID is required to be unique within the operator's network and not just per-BS.  Is the presumption that this service flow must already have been pre-provisioned by the NMS and a unique SFID thereby assigned?  Or, can the BS choose to essentially accept Service flow requests from certain SSs "on-the-fly" using some other authorisation process and mechanism to obtain a SFID unique to that operator.
