[STDS-802-16] implications of 802.16e PAR deferral
Folks,
I have been thinking about the ramifications of the deferral until
September 22 of NesCom consideration of the modifications to the
802.16e PAR.
I have spoken to Paul Nikolich about this issue. As a NesCom member,
he will participate in the discussion and voting. I am sure that
NesCom members will request his input as the Chair of the project's
Sponsor. Paul has told me that, because the 802 EC voted to forward
the PAR, he will support the approval of the PAR at NesCom.
The 802.16e development schedule

complete any WG Letter Ballot #14 changes at Session #33 (by Sept 2).
Then, we need a final WG recirculation, and we need an EC ballot
giving us permission to proceed to Sponsor Ballot. That EC ballot is
expected to close on Sept 25.
At this point, we are awaiting the approval of the IEEE-SA Standards
Board, on Sept 23, of the modified PAR. However, until that date, we
should proceed as if the PAR will be approved. I have received this
advice independently from Paul Nikolich and from 802 EC Second Vice
Chair Howard Frazier.
Given this approach, the decision to postpone NesCom review until
September need not affect our schedule for getting to Sponsor Ballot.
There is, of course, additional uncertainty added to the process.
Some people have indicated concern to me privately about PAR
approval, and some have indicated that they may "lobby" NesCom
members on the issue. I have urged people not to do this. NesCom
members are volunteers with a lot on their plates, and I don't think
it's fair to subject them to your direct input.
If you do with to communicate to NesCom regarding your support of the
modified PAR, I suggest that you communicate your views to me. I will
consolidate any input and pass it along to NesCom.
