[STDS-802-16] UPDATE 2a: P802.16e/D7 Sponsor Ballot Results and Call for Reply Comments



We still have 445 comments.

The r2 that I previously uploaded was incomplete. Please don't use 
it, because it had some incorrect comment numbers. Sorry about that!
