[STDS-802-16] links to 802.16 web services (including new URLs for China)

Dot16ers,

I have compiled and posted a table of links to 802.16 web services:

You may find this helpful as a summary.

Furthermore, I have come to understand that access to many of the 
802.16 web services is problematic in China. This seems to be due to 
the fact that many of the URLs, rather than the services themselves, 
are blocked. Therefore, I have set up alternate URLs for all 
services, as listed in the rightmost column of the table.

I believe that all of the alternate URLs will work in China. I would 
appreciate a test of this theory by some of you there.
