It is an error.

 

802.16 has just begun a Corrigenda project to fix this, and many other errors. You will see a comment to fix this problem presented as part of this project.

Somebody please confirm,

The Paging interval length is shown as DCD message scope in section 11.7.20
of 802.16 specification [IEEEStd 802.16e-2005, IEEE Std 802.16-2004/Cor
1-2005] But the 11.7 section refers to REG-REQ/RSP encoding and also DCD
message encoding does not have this Paging interval length TLV.
