A good way to think of the NCMS is anything that is NOT the L1&L2 parts of 
the BS or SS. So, Layers 3-7 on the BS (or SS) are also NCMS, as well as 
anything located elsewhere on the network. 802.16 does not specify the 
method of communication for layers beyond L1&L2.

Remember, an 802.16 Base Station or Subcriber Station is just a L1&L2 
entity.

Hi, as I understand NCMS is not supposed to be co-located with BS(ASN). 
There can be an agent to do the communication though. Basically only 
standardized interface is SNMP and it could be located also outside 
BS(ASN)in some middleware element using proprietary interface between it and 
BS(ANS) and offering SNMP between it and NCMS.
