[STDS-802-16] liaison statements from the NGMN Alliance

The 802.16 Working Group has received two liaison statements from the  
NGMN Alliance, "a group of major wireless operators with interests in  
wireless broadband technology." NGMN stands for "Next Generation  
Mobile Networks".

The two statements are:
