[STDS-802-16] Relay TG related annoucement: Monday evening session until 19:30 and reply comment to be accepted

Please find two notes from the Relay TG Chair team as below:
- As mentioned at the WG Opening Plenary, the evening session
arrangement tonight was discusswed during the Relay TG Opening and found
that an extension of this afternoon session is better than having the
evening session in an separate manner after dinner break. That is, this
afternoos session is extended to last 'til 19:30, instead of having the
evening one. Please remind this schedule change and join!
- As most of us had no network access during the WG Opening Plenary, it
is found reasonable to spare some more time for the reply comment
submissions. That is, now the reply comments to LB28c to be accepted,
with the due time extended 'til midnight tonight.
