[STDS-802-16] updated IEEE 802 Policies & Procedures, and Operations Manual

Following approval at the IEEE-SA Standards Board level, a new set of  
IEEE 802 rules has come into effect. These have been divided into two  
documents:

	*IEEE 802 Policies & Procedures
	*IEEE 802 Operations Manual
