[STDS-802-16] reorganization of Maintenance web site and documentation format

Folks,

I've reorganized the Maintenance TG web site and documentation folders to make it easier to keep track of the TG's two ongoing standardization projects.

The top of the Maintenance TG web site now has a new section:

Active Standardization Projects
The two items link to new web pages for the two projects. Each project has an associated naming format and upload area, as follows:

• Project 802.16Rev3
TG document name format: IEEE 802.16Rev3-11/XXXX  <filename: 80216Rev3-11_XXXX.ext>
contribution document name format: IEEE C802.16Rev3-11/XXXX  <filename: C80216Rev3-11_XXXX.ext>
upload folder: "Rev3" <http://rev3.wirelessman.org>

• Project 802.16.1
TG document name format: IEEE 802.16.1-11/XXXX  <filename: 802161-11_XXXX.ext>
contribution document name format: IEEE C802.16.1-11/XXXX  <filename: C802161-11_XXXX.ext>
upload folder: "Adv" <http://adv.wirelessman.org>

We'll make use of this structure in the Call for Comments coming up on the two drafts.
