I was attempting to tie the system gain into the spectral efficiency
requirement. The average user data rates that I used come from section
4.1.7.

Can you expand on why you specify the per user data rates in terms of a
specific modulation bandwidth? Why not specify the throughput without the
bandwidth constraint?
