I object to the proposed modification to the response to #48 – the word “can” is special in standard language and is not suitable in the quoted sentence. The PHYs in question are required (normatively) to include
the RS-FEC-Int sublayer – they may or may not enable it. This is similar to auto-negotiation which is
supported by several PHYs although it may be disabled. For comment #56, The reasoning for changing the response is not provided.
