Title: Possible objective

Greetings,

I've been bouncing this around and getting some feedback from others, so I thought I'd open it up to a wider audience for input. I'd like to get some feedback on the following as an objective or possibly the purpose of the Study Group:

"To provide a static form of rate control for 802.3 links."

By "static", I'm implying that some form of management interaction is required to change the rate control parameters for the link.
