This would seem to be an implementation strategy, not an objective.
Objectives might be more like:

1) Avoid frame loss within congested low-latency environments.
2) rovide congestion feedback to source stations, to facilitate
   rate adjustments by means other than frame loss, within
   low latency environments.

I'm not in love with those words, and these might not be your objectives.

However, the key is to focus on what is being accomplished, not the
specific mechanism (currently thought to be) used for control.

I've been bouncing this around and getting some feedback from others, so I
thought I'd open it up to a wider audience for input.  I'd like to get some
feedback on the following as an objective or possibly the purpose of the
Study Group:
"To provide a static form of rate control for 802.3 links."
By "static", I'm implying that some form of management interaction is
required to change the rate control parameters for the link.
Thoughts or feedback?
