Several field names, frame names start with a lower case (e.g., eBCS Info frame, eBCS Request frame etc). Per the IEEE style guide, a (sub)field name or a frame name cannot start
with a lower case.

Rename all instances of frame and (sub)field names that start with a lower case. Suggest replacing eBCS xxx with E-BCS xxx or Enhanced Broadcast Service xxx.
