I think we can refer to the following motion in current SFD.
802.11be defines
a multi-link setup signaling exchange executed over one link
initiated by a non-AP MLD with an AP MLD as follows:
-
Capability for one or more links can be exchanged during the multi-link setup.

The AP MLD serves as the interface to the DS for the non-AP MLD after successful multi-link setup.
NOTE 1
– The link identification is TBD.
NOTE 2
– Details for non-infrastructure mode of operation TBD.

In my opinion, "single setup signaling exchange" means single exchange of
the Association Request frame and the Association Response frame.
But, the below wording is saying that the Association Request frame and Association Response frame shall be exchanged on the same link. I believe that this is not covered by the current SFD.
I know that both the Authentication and Association shall use the same link. But, in my understanding, this has not been discussed. If I am wrong, can you inform the related document?

For describing the single setup, that link was referring to a link on which the Association Request
frame is transmitted described in previous sentences

However, I’m updating the texts as follows..
When a non-AP MLD initiates a multi-link setup with an AP MLD, a non-AP STA that is affiliated
with the non-AP MLD shall transmit an (Re-)Association Request frame on the link it is operating on.
When the AP MLD accepts a multi-link setup request from the non-AP MLD, an AP that is affiliated
with the AP MLD and that received the (Re-)Association Request frame shall transmit an (Re-)Association Response frame.

With your assumption, we can consider the current PDT has included that motion. But,
it is just an assumption and that is not agreed yet.
So, to avoid misunderstanding, I kindly suggest to include the same motion text in the next revision.

Basically, I assume the complete information of reporting STA is already included individually
in EHT capa/operation IE (like legacy).
Therefore, if we have one STA profile subelement, two links would be setup (i.e., more
than one link). So, I’ve described “one or more”
For STA profile subelement in r3, I also added “except for the reporting non-AP STA transmitting
the (Re-)Association Request frame”.

“The Multi-Link element carried in these frames shall include MLD-level information that
is common to all STAs affiliated with the MLD and one or more STA profile subelement(s) including the specific information of the reported STA(s) corresponding to the link(s) according to the following rules.
(Its sub-paragraphs are also mentioning like that)
Do you happen to want it to be more clear by expressing it explicitly (more than one link)?

I have received the same feedback as your comment.
The motion says like “a non-AP MLD can request subset of APs in AP MLD to setup links”
Therefore, to include the meaning of motion in r3, added the following:
the reported non-AP STA, which is affiliated with the non-AP MLD, corresponding to the link that is requested for multi-link setup (Likewise, on AP MLD side)
If you have further comments/concerns on that, please let me know.
