According to Phillip Barber's advice, annex D has been removed from P802.16e/D5, and it will be sended to NETMAN as contribution from TGe.
 
Please refer to comment 944 in the comment library "80216-04_51r3".

Can one of you please explain why is Annex D in P802.16e/D4 not made available
also in P802.16e/D5?  References to the missing section "Backbone network HO
procedures" are made within the new D5 draft.
