I would like to say that we are not sticking to the term "media access
independent."
We have used this term to say that 802.19 WS coexistence mechanism will
not be specific/restricted to a particular wireless standard and could
be used for coexistence of wireless networks operating according to
different wireless standards.
As long as this idea is expressed in a way that it can be correctly
understood by the readers, we do not have strong preferences for a
particular term.
Just for your consideration, we are aware of the term which is very
similar to your first term - radio access technology (RAT).
It is quite widely used, for example, in ITU.
