Would concur on this issue. For a given air interface, there can be a
significant variation in the link budget depending on user terminal and Base
Station form factors and other implementation factors (e.g. RF parameters
such as PA outputs, cabling/connector losses, antenna gains etc) that are
out of scope of the specification, making it difficult to pick a specific
link budget threshold.

I agree with YUZA. It also does not make much system-sense to define the
required link-budget without regard to frequency bands, antennae parameters
(some of which are regulated in most regions), permissible transmit powers
and propagation profiles. The PHY specification should cover these
specification in detail. It is also clear that we will need to address the
unique regulatory requirements as well. Please take a look at Appendix B of
the emerging System Requirements document.

Section 4.6 Link Budget
Page 11, Lines 31-Page 12, Lines 3

COMMENT:
    Definition of link budget shall be involved in the transmission power a
part of product performance not the system performance.
    That makes a possibility of not to implement by EIRP standards in each
country, and the value shall not be defined here.
