Dear Enhui Liu,
It is always best if a non-voter that has an
important comment can (1) attend a Working Group meeting and present a strong
case for your comment, and (2) find a voting member to strongly support that
comment and submit it. In the absence of finding such a supporter, the
next best procedure is to find any voting member to submit the comment.
Some of the IEEE 802 groups designate a voting
member to collect input from non-voters and submit those comments as there
own. Such submission guarantees that the contributions are reviewed by
the Working Group. I volunteer to do that for your contribution.
Let me suggest that I believe the best way of submitting such a comment would
be to state:
Problem Statement:
In Clause 11 the Wrap function is not
properly implemented.
Proposed Solution:
Using the Huawei contribution posted in Enhui
Li's December 10 email "[RPRWG] Propose the Amendment to Draft P802.17/D1.1
from Huawei",
1) Incorporate the functions specified in the
draft's section "Replace the 11.7.3 with the following:" into Draft 2.0 Clause
11.8.3. In addition, align the state machine presented in Table 11.5
with Table 11.6 in the proposed amendment.

Thank for your instruction about the strict
procedure. Sorry, we don't intent to break the WG's rules and
rights.We just want to give some helpful
comments to improve the 802.17 draft, but obviously we take
the wrong way.It's difficult and costly to us to attend
the January interim meeting.
Do only members have the right to post comments to the
draft on the 802.17 website? How to give comments as an
individual?

First I want to thank you and your team for continuing to look
into ways to improve the 802.17 draft. In addition, I want to
address the procedural issues surrounding your request to have your
proposal reviewed, and then to receive a response on that review. I
am addressing these issues for your benefit, and for the benefit of others
that may have ideas on improving the 802.17 draft and are not certain on
the best way to proceed to get their comments seriously considered.
All changes to the draft will be made as a result of resolving ballot
comments. Any balloters that support your proposal are free to point
to sections of the draft they believe are currently deficient or wrong,
and suggest your draft, or some modification of it as replacement
text. In addition, if any of the Ad Hoc groups embraces your
proposal they may take it and possibly enhance it, and then present
it as their collective proposal, in addition to referencing the proposal
in their ballot comments on the draft.
There is no individual or sub-group that has the right to express the
views of the working group on a proposal that the working group has not
reviewed and commented on by way of a formal motion.
Finally, one additional action that you can take to enhance the
likelihood that your proposal will be carefully considered is to come to
the January interim meeting and make a formal presentation on your
proposal, explaining why it is necessary and what the resultant benefits
are. This final step should be in addition to having someone submit
a ballot comment recommending the adoption of your proposal.

Introduction to the attached
proposal: In the IEEE802.17 Draft D1.1, there are
two kinds of wrap mode i.e. center wrap and edge wrap. Under the center
wrap mode, the both sides of one station should make wrapping
simultaneously, or there will be a wrong mode that will lead to packets
lost. And normally for the two sides of one station, the state diagram
are being executed independently and in parallel. So there should been a
lot of communication between two sides. So we give a detail implement of
state diagram based on upon condition, including clear message
sending and receiving between two sides of one station.
