Re: [802-LMSC] Request for fee waivers



Hi James,

I'm not sure I ever had a slide. I think I just had a way of listing the three different paths by which an individual can receive a 'fee waiver'. I've excerpted what I believe are the relevant rules below. I believe that Jon built on my approach in an email to the IEEE 802 LMSC in November 2023 <https://grouper.ieee.org/groups/802/secmail/msg28787.html> to create the following format that I imagine Paul then used in his slides.

I believe this format distinguishes between: [1] a 'fee waiver' request that requires IEEE 802 LMSC Chair approval followed by an IEEE 802 LMSC vote at the IEEE 802 opening plenary meeting; [2] a 'fee waiver' request that requires IEEE 802 LMSC Chair approval; and [3] a 'fee waiver' that the Working Group Chair can grant.

While [2] and [3] do not require an IEEE 802 LMSC vote to approve, I believe that announcing them to the IEEE 802 LMSC reflector informs the IEEE 802 Executive Secretary and the meeting planners about who else has been granted fee waivers to avoid the situation where they could be recorded as deadbeats.

6) Invited (by members of the LMSC) guests who attend meetings for a specific purpose that is of value to general attendees (e.g., to provide a tutorial presentation) should be exempt from the meeting fee. Invited guests who do not pay a meeting fee are welcome to observe various sessions of IEEE 802. However, as guests they may not vote in Working Group meetings during that session and their attendance will not be counted toward building or maintaining voting membership in any Working Group. Guests should register to receive a name badge. Note that observers are allowed to comment on Working Group documents.

8) For plenary sessions, the Standards Committee Chair will have the responsibility to review and approve the above exceptions (total limited to ten individuals per session) and provide a list of these exempt people to the Executive Secretary before the session and obtain LMSC confirmation at the Monday LMSC meeting of a plenary session.

9) In addition to the previously mentioned 10 waivers, the Standards Committee Chair may rarely grant meeting fee waivers for invited officers of other SDOs who do not regularly attend IEEE 802 meetings. The purpose of the waiver is to provide an opportunity for the individual to observe how IEEE 802 operates and to meet the IEEE 802 leadership. Attendance at the meeting doesn't count toward establishing voting membership. The meeting fee waiver privilege is not intended to permit the individual to participate in project work. Reciprocal treatment should be encouraged. 

[3] Attend via electronic means an in-person Working Group meeting during a plenary session for a specific technical topic by permission of the Working Group Chair

The Working Group Chair may designate specific individual experts who are allowed to participate in Working Group discussions via electronic means during an in-person meeting for the benefit of the group. These individuals are not considered to be attending the meeting and so they are not required to pay meeting fees and they do not get participation credit. The participation of these individuals should be limited to specific technical topics. Such participation shall be documented in the minutes of the Working Group meeting.

I will have the list of fee waivers in my opening deck.  But I think it makes sense to request and approve these before the meeting.  Ideally, it would have been before the early bird date.
